Estimated Finance Allocations for Government Projects (2014-2015)
This list of projects were undertaken between 2010 -2015 by the Ministry of Devolution and Planning. There is a high number of projects with undeclared amounts which makes it very difficult to ascertain if the projects were value for money.
DEVOLUTION & PLANNING
Project Title: Western Kenya Community Driven Development & Flood Mitigation (WKCDD&FM) Project

Project Description:
The project comprises of three components, these are:
(a) Community Driven Development (CDD). This component will support community-prioritized investment projects to improve livelihoods and build demand and capacity for local level development at community and district level.
(b) Flood Mitigation. This component will address four aspects in the Nzoia Basin:
i. catchment management to address catchment degradation which exacerbates flooding;
ii. identification and preparation of mid-catchment multipurpose structural flood protection options;
iii. immediate floodplain management options; and
iv. Establishment of a flood early warning system.
(c) Implementation Support. Through support to research, market assessments, and advocacy work, this component will support the identification and development of new opportunities for economic growth in the region. This component will also fund the establishment and running of key coordination mechanisms in the Office of the President (OP), Ministry of State for Special Programmes. To empower local communities of men and women to engage in sustainable and wealth creating livelihood activities and reduce their vulnerability to flooding.

Project Description
To be implemented in six of the poorest districts in the relatively high potential agriculture areas in southern Nyanza. Has five components; community empowerment; Primary health care, agriculture, livestock and rural finance; domestic water supply; and management and coordination.
The Project is to benefit the poorest and most vulnerable population living in priority divisions of the Project area: people with a heavy disease burden, including those at risk of contracting waterborne diseases and malaria, and HIV/AIDS- infected and affected people, people who suffer frequent food shortages, people who lack access to potable water and proper sanitation facilities. Project covers the following districts: Homa Bay, Kuria, Migori, Nyamira, Rachuonyo and Suba.
Objectives: To enhance gendered empowerment of the rural communities through improved health and more rational use and management of natural resources for sustainable livelihood activities. To improve local level governance capacity and community driven processes for local development. To improve gender-balanced access to essential primary health care services, safe domestic water and improved environmental sanitation and hygiene practices. To improve on-farm labour productivity. To improve community awareness between social behaviours and their consequences.

Project Description:
The project comprises of two components;
i) Capacity building component which aims at developing the capacity of communities and other local level stakeholders to make better, more focused and equitable use of resources made available through Devolved funds and at the same time the project will support activities which assist in aggregating the voices of women and girls, and to sensitize communities and local stakeholders towards their needs, abilities and potential.
ii) Strengthening Decentralized Development planning and finance by facilitating effective people-centred decentralized development planning and management.
The project objective is to help empower poor communities to access socio-economic services in order to reduce poverty and to improve the management of local socio-economic development.
Project Title: Armed Violence and Small Arms Reduction in Pastoralist Communities in Kenya

Project Description:
The main purpose of the project is to develop the capacity of national and local government to effectively prevent and reduce level of armed violence and proliferation of small arms and light weapons in order to nurture peace and enhance socio-economic development and improve cross-border relations. The Project covers Garissa, Wajir, Mandera, Marsabit and Isiolo Counties.
The project has six objectives namely:
1. To develop comprehensive strategies and programmes on armed violence and small arms reduction in pastoralist areas
2. Top develop capacity of national and local government, national focal point, district peace committees and district task forces on small arms prevention and management
3. To advocate for and support safe custody and destruction of small arms voluntarily surrendered by communities and or recovered by security agencies
4. To create awareness on the dangers of gun-use and the negative impacts of armed violence
5. To improve access to natural resources and livelihood opportunities amongst target pastoralists communities
6. To support systematic cross-border peace dialogues with countries neighbouring pastoralists’ communities
